Putin Empowered To Punish Countries For Actions Of Private Persons

The Russian rubber-stamp parliament is due to adopt  a bill this November empowering Putin to impose sanctions on any country for actions of an entity or a person on its territory

The dog is empowerd  with an exclusive right of introducing sanctions for four years and prolong them for two more years if the "threat" from an indivial remains. The parliament does not need to endorse them.

According to the new law, Putin could for example personally punish Britain for refusing to extradict a Russian political emigrant, Mr Berezovsky, Sweden for refusing to forbid the Kavkaz Center hosting, Switzerland for arresting a former Russia' criminal atomic energy minister, Adamov, or any country in the world where a local paper published a negative article about Russia as a whole and its dog Putin in particular.

Sanctions include a halt in energy exports, economic, technical or military programs, a ban on travel and financial operations and others (!).  A situation of emergency is defined as "circumstances which pose a threat to... the security of Russia.",- kommersant reported
