All praise belongs to Allah, Who having created us Muslims and favored us with Jihad, gave us an opportunity to conquer the Paradise. Let Peace and Welfare be with the Leader of all Mujahideen Muhammad the Prophet, with his family and his Companions, and with all those who followed his path right up to the Doomsday. And then...
Given work is an attempt of generalization and analysis of the world Islamic experience, and the Movement for Islamic Renaissance in the Caucasus within the context of ideology, strategy and tactics of the restoration of the Shariah in the Caucasus. This work does not claim to undeniable and universal understanding of the question. This is an attempt of analysis first of all. This is an invitation for our brothers to the dialog and discussion of a set of problems that life brings up to Muslims.
At the same time we can not allow long discussions. We do not have time for this. We have to size up the problem and make a decision without delay.
We will not be able to work out the right and appropriate strategy in the cause of the Shariah Renaissance without clear understanding of the present situation in the world, without taking into consideration the Muslim world fighting experience and peculiarities of the Caucasian region.

World Experience of Islamic Movement
1. The absence of Islamic Center
First of all it is necessary to mention certain moments of the newest history of the Muslim fight at least in brief.
After the fall of the Osman Caliphate in 1923 the attempts to restore the Shariah State haven't ceased in the incomplete and disconnected Islamic World till the present days. It is hard to imagine the renaissance of Islam without political shelter (base). Its importance for Islamic Umma is doubtless. It is not by chance that the Muslim Era starts from the point when the Prophet, alaihi-solyati wassalam, and his associates moved to Medina; i.e. from the moment of creation of the first Islamic State, from the moment of acquisition of Muslims their political base.
The severity of the blow that was stricken on pagan world afterwards can not be hidden even under the most shameless falsification of history. Muslims don't have to cherish any illusions concerning modern global policy. The world political mafia in the person of so-called "Group of Eight", which is headed by Zionistic core, is afraid of only one thing - of the possibility of appearance of the Shariah State on the world map. They are not afraid of China, of restoration of the Communism or Fascism (although they speak much about it), they are not scared of the revival of Christianity or of the expansion of Buddhism. They are only afraid of the revival of Islam. Then their world will be destroyed. The world of lie and violence. The world where they don't speak of morality, but of material interests, in which it is prohibited for a woman by law to be modest and pious, where bestial consumer instincts became leading motivation, where the family is destroyed and 70 per cent of marriages break apart not having lasted even for a year, where children abandon their parent in the retirement homes, where the words "lechery" and "debauchery" were taken away from dictionaries and the fight for the "rights" of sexual perverts is considered to be an honest business.
It is possible to speak of some "values" of this world and describe it in glowing terms, but it stays the world of victorious Satanism. At the same time it is possible to scare Western average man with Islam and Shariah, but Shariah stays the law of Allah, the law of the Most High Creator. And the one who proclaimed the war to God would inevitably lose.
In order to establish the Shariah State we strive for driving away Russian occupants from our soil. But a question that may cause bewilderment at the start arises: "Is it necessary to hurry up to turn out the invaders?" Are we ready for the peaceful period? After all, our first aim is the liberation of our Muslim consciousness, which has long been subjected to ideological occupation.
Kafirs will leave, sooner or later - this is undoubtedly. But the world outlook garbage in our heads will stay, and this will be the reason for our future misfortunes. The war with occupants, with unbelievers, makes clear our consciousness, builds new young generation of Mujahideen hardened during Jihad. It is more profitable, more preferable. It is said in Qur'an: "You are ordered to fight against the enemies of Islam, but it is odious for you. However it is possible that the things that are odious for you can be a blessing for you; what it desired for you seems evil to you. Allah knows [about it], and you do not". (Sura 2 "Bakkara" ayah 216).
No one of us has any doubt that Islamic state must be established in the way that the Prophet, alaihi-solyati wassalam, and his associates established it. The dispute arises as they start choosing and interpreting the main principles of the Prophet's practice, alaihi-solyati wassalam, applying it to the up-to-dateness. It is understandable that the conditions of Arabia of the VII century and the present situation vary greatly. Perhaps Islamic scientists have developed a good and thoroughly grounded conception of the revival of the Shariah rule in the modern conditions. We don't know. But we know one thing for sure- that this conception has not been realized in practice yet.
It was noticed that many Mujahideen who waged Jihad in some Muslim country had an unconscious assurance that there was a coordination center, which consisted of Islamic scientists, where one could address in order to get an answer any time. They (the council of scientists) knew what sequence of steps should be taken, what was to be done in difficult and painful situations that Muslims might get into.
But such center does not exist, unfortunately! Certainly there are centers and offices of different Islamic parties in the world, the representatives of which do certain work. They reason, sympathize, criticize. They develop various plans, programmes, stages of preparation. All these plans are united by one common feature - their absolute isolation from present life. That is why they do not take part in Jihad (according to their program it is not the time yet) or give extensive interpretation to Jihad. Such conduct can not be approved and serve as an example. But any way their reasoning and pieces of advice should be considered, since Muslims must listen to and consult one another.
- Shariah is to be deserved. Is an unexpected liberty a blessing or an ordeal?
The experience of the XX century showed that the victory over kafirs and turning them out of Muslim state did not give the main thing - the establishment of the Shariah State - on their own. At first glance it is a very strange phenomenon. The kafir colonizators are driven away, the liberty is gained, and Muslims, who demand the establishment of Shariah, constitute the major part of the population. And the outcome caused bewilderment every time - political system was formed in some time, but it was not the one ordinary Muslims dreamed of, but the one that was suggested by the driven away colonizers. And this situation repeated in all Muslim States every time according to almost the same scheme.
This might mean that the leadership of the Islamic movement could not follow Qur'an and Sunna in the right way under present circumstances, assessed the situation in a wrong way, forecasted the course of events in a wrong way (if they forecasted at all!). Unfortunately this could mean as well that Muslims did not deserve Shariah; because above all Shariah is the highest mercy of Allah for his slaves!
Many times Muslims fell into the same trap of kafirs. We have been bitten from one hole not two, but one hundred and two times! It is known that negative experience which one Muslim country had doesn't serve as a lesson even to the neighboring Muslim States.
There is no logical explanation to the strange light-mindedness which is present in Islamic revolutions pretty often. This sizable experience needs careful study and analysis after all.
Kafirs in contrast to Muslims create entire schools on the study of Jihad at different Institutes of strategic research. They purposefully and actively collect information from all Muslim regions in the world. Thousands and thousands of agents, "experts on Orient", work in this field, and kafirs supply this work with tremendous funds. Kafirs do not only exchange experience with one another, coordinate their actions against Muslims, but slyly and methodically impose on Muslims their ideological guiding lines and false notion of political reality in the modern world.
We do not have the Islamic Coordination Center, as we have already mentioned. But we must analyze and make decisions on our own at the height of the war with kafirs now. Those who live in Jihad have a great advantage - they can be sure that the Most High Allah, praise Him and He is the Greatest, will show them the right way.
- Attempts of Muslims to establish Shariah on the level of a separate village, region, district...
There are such examples. In Malaysia, in the state of Kelantan Shariah was proclaimed, and Islamic laws have been in use on the territory of the state for a quite long period (since the end of the 80th).
We know an example when the representatives of a Turkish community in Germany acquired a piece of land and real estate within the borders of a separate village, managed to register the land as independent and invited the leaders of Islamic movement of Turley to found Shariah State on this territory.
There are facts that Dagestan Muslims of Gumbetovsk district managed to organize a separate collective farm in Kazakhstan where the way of life was regulated by the orders of Shariah even during the Soviet Union. Right up to organizing separate bus stops for men and women.
But the most important example for us, which is full of sorrowful memories, is the history on the villages of Karamakhi and Chabanmakhi. Nowadays everybody knows that kafirs and local puppets were lulling the watchfulness of Muslims and praised that order - absolute absence of criminality, hard drinking, lechery, high economic activities in farming that were gained after the establishment of Shariah. What ever were the statements of Stepashyn during the meeting with the inhabitants of Karamakhi worth! Listening to his hypocritical unctuous speeches one could think that he suddenly saw the light and was about to extend the experience of Karamakhi to entire Russia on his returning back to Moscow.
Many people believe that establishing Shariah on the level of a village or a separate district is an unpromising path, since kafirs actively oppose Islam on a much larger scaled level. We can not say that Muslims lost only because they organized their community in such a small space. After all Medina was no larger than present village of Karamakhi in the days of the Prophet, alaihi-solyati wassalam. Absolutely different sides of the business raise doubts.
The behavior of our brothers from Karamakhi is the most typical model of Muslims' behavior in case they have an opportunity to build Shariah society, whether it is on the level of a village, or a district, or a whole country. Muslims start playing so-called "real politics".
The most typical mistakes Muslims commit are the following:
•- Assurance that once you visually show the advantages of Shariah, people of the neighboring and distant villages (districts) will draw on the experience. But we know from experience that people will simply wait.
•- Voluntary delusion concerning present Jahilijjah power. It is accepted as correct that it is not favorable for authorities to come into open conflict, because in this way they (authorities) will place themselves in a bad light in the face of the people. And the belief in the fact that the existence of Islamic morality and the laws of Shariah are favorable for the authorities, because social vices (i.e. criminality, lechery, hard drinking, drug abuse etc.) visibly decrease, is even more naïve.
•- Muslims take a word for deed and think that if the authorities declare fight against these vices than they are interested in their extermination. However, simple sane logical thinking should have prompted that the power of Satan is on the contrary interested in dissemination of these vices. And today it is clear even for the most naïve Muslims that the program of enfoolishing and corruption of the youth is being carried out on the state level.
We had an occasion to be present as guests at the common Majlis in Karamakhi, not long before the notorious events. There were hints in the speeches of certain inhabitants of Karamakhi that everything was said to be clear concerning the authorities of Makhachkala, since trustworthy lobbyists who promoted the interests of Karamakhi were involved there.
•- The striving for showing in any possible way to the power of Jahilijjah and especially to Russian colonizers that given Muslim community doesn't have any connection with "extremism", "wahhabism", "fundamentalism" and other "isms" of accusatory ideolect of kafirs. Being afraid to be pinned a label of "extremists", proving the "peaceful character" of Islam and Shariah the villagers of Karamakhi held the position of exterior witnesses during the time of Bokhlit events. Military columns of Russian occupants freely passed towards the battle places through the territory which was under their control; although Muslim duty obliged them to provide help for their faith brothers.
In our opinion all the mistakes mentioned above originate from the desire of Muslims to establish Shariah peacefully.
4. Stub tracks
In our opinion this is the only way one can call the paths that Jamaat chose in several Islamic countries. An attempt to come into power via democratic elections was made by Muslims in Algeria, when at the beginning of the 90th a movement headed by Abbas Madani got the majority (about 80 %) of votes of the electorate. This was enough for Western special services to make a fast decision of feigning a coup d'etat and lead into power a junta which was under their control.
Later on they began to drown Islamic movement in blood by means of the military junta. The coup d'etat was considered to be elaborated and accomplished by French special services. But there is no doubt that whole Western coalition took part in this anti-Islamic political sabotage.
Western politicians and various European statesmen cynically responded to the absolutely natural accusations concerning their deeds that in this case breaking International Law and Democratic standards would be a lesser evil than coming into power of "the Islamite".
Even if this example had been a single one, it should have become an object-lesson for Muslims from all over the world. But there are numerous examples and they do not teach us - Muslims - anything. We keep silence and active Jahils among us still appeal for observance of International Law, for justice, appeal to world community, to UNO Charter and notorious Human rights, accuse Western countries of the policy of double standards. And this Jajiliat wail seems to be the position of Mujahideen...
The example of Algeria shows us:
•- Muslims must not play political games imposed by kafirs. Moreover they shouldn't have followed the rules imposed by kafirs while kafirs themselves did not intend to obey them. Where, in what source, was the reason found that it was possible to establish Shariah having become a part of Jahilijjah system and obeying Jahilijjah laws?
It is well-known that the Prophet, alaihi-solyati wassalam, refused the proposition of Mushriks, when he was offered the rule in Mecca. The king of Ethiopia, who secretly adopted Islam, had to conceal his faith from his subjects, not to mention of appealing for it and building on its basis new state system.
•- The second point is to be mentioned. And it is not only the lack of Abbas Madani Jamaat. Many Islamic parties and movements are disposed to demonstrative actions not being in possession of the strong and well-organized core. The core which would be aimed at the coup d'etat accomplishing any moment. Life proved that it was necessary to pass ahead of Western special services and accomplish the coup d'etat on our own without playing "democracy".
Numerous demonstrations of Muslims in Pakistan, which can be gathered on different occasions in an instant, are not the demonstrations of power, but of weakness. Ex-Premier Minister of Pakistan Benazir Bhutto spoke rather depreciatingly of these marches in one of her interviews. She said as follows word for word:
"Growing a beard and going out in the streets crying "Allahu Akbar!" doesn't mean anything, it can not make the power that belongs to the military shake in no way"
Unfortunately this fallen woman was right. One wise proverb says: "Listen to your enemy, he will always say the truth about your demerits".

The leaders of the Islamic movement of Turkey have come into power via so-called democratic elections in the country more than once. And nowadays the Prime Minister of Turkey is Erdogan, who is a representative of Islamic movement. The answer to the question how promising the efforts of Muslims are gives the fact that the Head of the Government can not influence on anti-Islamic law which forbids women to wear kerchiefs (!). And this is happening in the country where Muslims make up 96 per cent of the population.
The solution is simple. The country has been ruled indeed by a military junta since the time of abolition of Osman Caliphate. 5-6 high officials of the General Staff connected with world Zionist underhand organizations determine the main policy of the state. And the ruling parties, parliamentary majority, the Cabinet of Ministers and the rest of "democratic decoration" are allowed to be occupied with domesticity. It comes out that the Prime Minister of Turkey is not more than "the main steward" of the country by the highest standards.

But here is an event when our cherished dream came true. Jamaat succeeded in taking occasion, made a coup d'etat and came into power. This happened in Sudan in 1989. The leaders of the Islamic movement who came into power actively started to carry out the reforms of Shariah. Muslims from all over the world were glad, because new real opportunities to get a center for the world Islamic movement appeared.
Muslims, specialists in different fields of knowledge from all over the world should have rushed for Sudan in order to help both the residents of Sudan and themselves to build a powerful Shariah state. Certainly many people understood that it would not be easy, as world kurf would oppose in all possible ways and first of all would announce economic and political blockade. But life is full of surprises. Strangely enough the leaders of a well-known movement of Egyptian "brothers Muslims" were the first to "announce the blockade" to Sudan. And it is not through hearsay that we are aware of these facts. In 1992 Chechen delegation flew to Khartum, where it met and discussed these questions with the Islamic leadership of Sudan. We had repeated discussions of this problem with the leaders of the party "Ikhvanul-muslimin" as well.
The leadership of Sudan did not choose the best strategy. The state structures were copied from the common Western pattern - the President, Parliament, Cabinet of Ministers, Constitutional Court etc. If you think about it for some time, then the conduct of Muslims will become inconceivable and strange. After all Khasan Turabi and his companions were thoroughly educated people. They were good experts on Islam and at the same time knew perfectly well about the history and world policy.
What reasons did they found making an attempt of combining Shariah with the institutions of the Roman law? And in what way did they intend to obey the orders of Allah following the "international law" at the same time? Especially since this "international law" did not prevent the USA from delivering a missile blow on a pharmaceutical factory on the territory of Sudan as a result of which 300 innocent people were killed.
There is one more essential point. The "fundamentalists" who came into power in Sudan did not dare to recognize the independence of Muslim Ichkeria. Perhaps it can be justified from the point of view of "real politics" in some way, we do not know.

Tajikistan should be mentioned among other examples. Somebody advised our brothers from Tajikistan to consent to peaceful regulation which the regime of Rakhmonov proposed. Somebody assured our brothers that it was very profitable political compromise, especially since the representatives of the armed opposition (Jamaat) were given 30 % of seats in the government.
It turned out that they were offered seats of little significance in the social bloc and ecological service of the government. Russian political technologists consider appeasement of Tajikistan to be one of the successful political operations. Russian mass media note with satisfaction that Islamic opposition stepped on constructive path and together with Rakhmonov switch over to "building of Tajik state".
It goes without saying that nobody supposes that Shariah state can be built together with Rakhmonov. There is even no wish to spend words on critics here. Everything is clear. Ideological degeneracy of the generation of Islamic movement representatives, who we knew in person and by names, who we joined hands and made projects with before the collapse of the Soviet Union, has come.
Still it is hard to get accustomed to such finals. After all there were many good experts on Qur'an and Sunna among our Tajik brothers. But Allah warns us in Qur'an:
"Oh, those who believed! If anybody of you swerves from his religion, Allah will lead other people, who He will love, and who will love Him. They will be humble in the face of believers and inexorable to unbelievers, will fight on the path of Allah and will not be afraid of the reproach of the reproaching. This is the mercy of Allah which He bestows on those who He wishes to. Allah is universal and omniscient."
Let us pray to Allah for being gracious to us and our brothers from Tajikistan.
5. Taliban
The most consecutive in Islamic ak'ida observance has up till now stayed Tabiban movement. They refused Jahilijjah form of state construction. They called their state EMIRAT.
Islamic states have their names, i.e. amirat, sultanate, imamat, caliphate. Kafirs, who are based on their notions, give states their names according to their ideology: republic, federation, confederation, constitutional monarchy etc.
It is in the names of the form and structural organization of a state that ideology and world outlook position can be evidently traced. The Talibs practically renewed state structures that ideologically and historically inhered in Islam.
The policy that the Taliban leadership built concerning kafirs and munafikun is worth being an example. Kafirs instantly felt it. Mullo Omar did not accept any Western journalist, because did not accept kafirs at all. In particular famous "expert" on Islam, secret service journalist Arkady Dubnov, who many times was in Ichkeria during the first war, told about this it one of his interviews.
The movement Taliban temporarily failed. It preserved its power, its structures. Some of our brothers who know the mentality of Afghans note that they never hurry and will methodically and with persistence exhaust the enemy who came on their land. They have never given up the struggle against external aggressors and that is why sooner or later the aggressor will have to flee, as it has many times happened.
Only Allah, praise Him the Most High, knows the truth, He is the only one who knows what is better for us - Muslims. We believe that the habit of not being in hurry played negative part in this case. In our opinion Talibs should have crossed Amudarya and started military actions in Tajikistan and Uzbekistan. There were two forcible reasons for this:
Firstly, a hypocrite and the enemy of Islamic state Akhmad Shakh Masud found shelter on the territory of Tajikistan. And this was the most valid cause to start the war. Kafirs from their part accused Afghans of Ben Laden concealment and declared the war.
Secondly, kafirs openly founded the base for attack on Afghanistan on the territory of these countries. It was obvious for everybody. And the tactics of pre-emptive blow, which kafirs actively use today and Muslims have forgotten, is the tactics ordered by Shariah. But since Mujahideen hadn't occupied the strategically important place, kafirs had to occupy it. In this case Americans and NATO forces occupied strategically important places.
THE CONSTRUCTION OF ISLAMIC STATE
- "Garbage" in the head
It is necessary to remember the main problems that stood on the path of the Caucasus Islamic Revival. In spite of the fact that many peoples regained their spirits and took the position of opposing to the imperial center after the collapse of the Soviet Union, special attention all over the world has still been paid to struggle for independence that Chechens headed by Jowhar Dudayev stirred up.
Baltic managed to obtain independence (from Moscow) comparably easy through symbolical blood and due to the strongest support from Western part. It was the most important political moment which allowed the rest of so-called union republics to obtain the independence automatically afterwards. But at the same time it was the most important historical moment when God gave an opportunity to the new generation of Muslims to throw down the rule of unbelievers and to build their own Islamic state.
We must give Muslims their due, because they were not sitting around twiddling their thumbs. But dictatorial regimes in the Central Asia, the dirtiest of which became firmly established in Uzbekistan and the "sovereignty" of Tatarstan as a part of the Russian Federation, were the result of their struggle.
The struggle of Muslims of Ichkeria isn't weakening, but owing to the Most High Allah is spreading being supported by Mujahideen of the Caucasus.
It is a sign of ignorance and "democratic weak-mindedness" to compare ourselves with Baltic peoples and ask why they can not leave us in peace. ALLAH DETERMINED ANOTHER PATH TO MUSLIMS. It is not the way of "sandwich" well-being, but THE PATH OF JIHAD.
Strange as it may seem, despite boundless mercy of Allah due to which we oppose to hordes of kafirs armed to the teeth, alien notions stay in our heads. These deflected notions and dubious plans combine in our minds with Islamic ideology in an odd way. And it first of all concerns our notions of the ways and methods of Islamic State construction.
There is a reason for the contradiction between our ideology and declared aims on the one hand and our practical actions on the other hand. The reason doesn't lie in the lack of knowledge to comprehend the problems of Islam in the modern world or in the shortage of intellect in order to distinguish the theses that conflict with Islam. The reason is that we are short of time (or we believe that we are) in order to set out the problem, comprehend the situation and work out the strategy.
All our thoughts are preoccupied with military (or informational as a part of the military one) confrontation. At the present moment ideological "mess" in our heads doesn't bother us. While military confrontation with kafirs is in the process our principal aim - proscription of the enemy - overshadows the rest. But sooner or later the war ends and truce will come. And the very moment we start to build (or reconstruct) our state the "garbage" which is in our heads will come to light, will begin to project on the outside.
From the history of Islam we know what obstacles and ordeals the Prophet, alaihi-solyati wassalam, and his associates had to go through in the case of Islamic state construction. One should take into consideration that the Prophet, alaihi-solyati wassalam, was going the right way. We cause problems and sufferings to ourselves, because we do not bother with the search of the right way and act according to the principle "as is customary all over the world". But it is impossible to establish Shariah striving to join the Jahilijjah system and following Jahilijjah notions.
2. The essence of the subject. Types of the State
First of all it is necessary to understand that the notions and classifications of the state that our pro-Western Chechen democrats like resorting to can not be either the reason or what is more, the guiding line for us. They are drawn from plentiful Jahilijjah literature, superficial and moreover hide the essence of the subject. Here are several typical notions:
"State is the main political organization of a society that exercises the security of its economic and social structure within definite state territory".
"State is an organization of settled population that occupies definite territory and obeys one and the same power; thus the notion of state consists of three elements - population (people), territory and power".
One may give the definition for the human being with the same success telling that it is an organism that consists of hands, legs, a head and body.
These are (or approximately are) the notions given in different political dictionaries, manuals, encyclopedias. Bolsheviks preferred speaking of the state as of "instrument of violence" or as of "compulsion machine" in the first place. This was the part of the notion of state that particularly charmed them and that they advanced as the essential one. However defense of life, property, honesty and dignity of the citizens was considered to be not less important function of the state.
It is very important for us to understand what STATE is; since we have been fighting for 11 years and are ready to die for our independent Islamic state.
Certainly, everything that is usually enumerated, i.e. territory, power, population has direct relation to the state. But the state is not simply a socio-political formation on definite territory, but ideological construction first of all.
RELIGION IS THE FUNDAMENTAL BASIS OF ANY STATE. The very religion (ideology) is the bond basis of any state. It is enough to destroy the ideology in order to destroy a state.
The Soviet Union broke up, because the communist religion had been destroyed. Russian leaders understood too late that they chopped of the branch they had been sitting on and that they would not stop the break-up process till they found new state ideology. That is why unsuccessful and feverish search for the new national ideology (new state religion) is going on in Russian now. And no reinforcement of the power structure and "vertical line of the leadership" can compensate the absence of ideology and prevent the state from breaking up.
Another example is the fall of Osman Caliphate. Everything is in the will the Most High Allah, but Caliphate broke up after Muslims had diverged from the Monotheism and introduced many alien to Islam innovations.
The history of Osman Caliphate clearly shows that kafirs know perfectly well what the basis of any state is. Kafirs from outside and munafikun from within achieved separation of Islam from the state first of all. Having abolished Islam they established fundamentally new - Jahilijjah - state imposing ideology of Turkic nationalism as state religion. During the existence of Osman Caliphate Europe was humbly rendering tribute to Turks for five centuries. Nowadays having become a tame subject of International Law and international tourist litter-bin Turkey is humbly asking permission to be a part of Europe. Edifying moment indeed!
We want to remind once again that we Muslims know very well that there is no multitude of religions in the world. There exist only two types of religion - the religion of the Monotheism and paganism - religion of the polytheism.
In the same way we should not be puzzled by the descriptions of different types of the state and variety of so-called political systems. There are only two types of the state - the state that is based on the power of God and the state that is held up by the power of taghutà. Other names imposed by unbelievers are called upon to conceal this simple truth and to mislead us.
3. Structure functional organization of the state
The scheme is the following: religion - laws (code) - power (hierarchy and institutions) - submission (in case the ruler doesn't deviate from the religion) and the territory of expansion. All the units of the chain are very important.
Normal functioning of the state implies compatibility and interaction of its constitutive principles.
- Religion (ideology) as the primary basis penetrating all foundations of the state.
- Code of laws which follows the religion (ideology) and regulates life of the members of the society in the state.
- Power which is organized as certain hierarchy and institutes in order to control the observance of the laws and provide social regulation of the society.
- Submission of the population to the power as an obligatory moment for normal functioning of the state, as long as the actions of the power do not conflict with religion (ideology) and provide equality in the face of the law disregarding social status of the members of the society.
- Distinctness of the territory where the power is applied.
The state based on the Monotheism differs in the fact that the fundamental guiding line for its citizens is religion. In such state unworthy, accidental people may come to power as well, distemper is possible, but in such state it is impossible to change religion and the laws based on it to please the rulers. (In such state it is only possible to abolish the religion as it happened in Turkey).
The main, attractive unit of the chain for the state based on the power of taghutà is the POWER itself. The leadership of such state and their circle strive to prolong the term their power anyhow. But the power can not exist independently in the system of the state. The power is the keeper of the ideology (religion) in the Jahilijjah society as well.
False religion reveals its nature sooner or later and stops satisfying people. Dissatisfaction with exhausted ideology (religion) is inseparable from dissatisfaction with the power; which leads in its turn to violation of one more important unit of the system of state functioning - submission to the power, as the power stops being considered as legitimate (legal) in the mass consciousness. This is the very state of distemper and revolutionary situation which adventurers of every stripe have tried to use at all times.
The power resorts to lie and violence in order to preserve its status and restore the submission. Double outcome is possible in this case - the power can stifle the unrest using forces or the people can throw down the power. But no matter what the outcome is, the power elite (the old or the one that came into power) will have to reform the state ideology, change the Constitution and make additions to the code of laws. For example, France is called "the Fifth Republic", they have had to change and make additions to the Constitution 5 times for160 years. As far as Russia in concerned, so many ideological reincarnation have happened during the life of one generation only as France have had for one and a half century.
4. Two lines of the Chechen Revolution
Let us get back to the Chechen Revolution, which not only the peoples of the Caucasus, but of the entire world were keeping the eye on. Recalling that period we can say that all the guileful plans of the enemy and even our insufficiently considered actions, which there were a lot, turned to our own advantage, owing to the will of the Most High Allah. Now we know how gracious Allah was to us and that He, praise Him the Most High, was gradually leading our people out of the bog of ignorance and delusion to the path of the deeper understanding of the sense of the war between Muslims and kafirs.
Looking back we understand that if Jowhar had not been so stubborn, a man of principal regarding the question of the independence, if he had not reminded Chechens that they were higher than the colonizers, if he had not started playing so-called "real politics" those days, Chechens would not be the symbol of firmness in the fight for liberty.
If we had had another leader, one of so-called ‘sober-minded' chatterers, we would have stayed within the empire box stamped with mocking label of "special status" like Tatars.
If the fight on November, 26, 1994 had not happened and if Chechens had seen for themselves that Jowhar was right saying that the tanks "burnt like matches", we would not have been prepared for the large scaled intrusion of Russian kafirs on our land.
If the first war had not happened in which Allah, praise Him the Most High, humiliated the unbelievers and drove them away from our land by our hands, we would not have been prepared for the second war, for the war which was more cruel and merciless. And we would not have been prepared for this war, which had to begin with the civil war according to the plans of kafirs, if we had not left Russians behind having attacked their occupation military force in Dagestan which was waiting for the order of new incursion into Chechnya to come.
It is the mercy of Allah, praise Him the Most High, that we feel in everything, in all these matters, in every thing that we can see and that we know about, in everything that we can not see and do not know about.
But His mercy can change to His anger, if we constantly break His warnings. After all we can see a lot of examples around. What we should be afraid of in the first place is the discontent of Allah. This is what the given attempt to understand our experience of total confrontation with the policy of kafirs is dictated by in the first place.
We would also like to get rid of typical delusions and mistakes that Muslims reveal.
At the beginning of the 90th we could not act otherwise than the way we did. The unexpected shake of the Soviet empire, unexpected possibility of gaining freedom took everybody by surprise.
But firstly we would like to remind you about the example of the beginning of the XX century. Almost similar situation was in 1917 when tsar's Russia collapsed suddenly and unexpectedly for everybody. It is clear that Muslim peoples started building their independent states; however non-Muslim peoples that belonged to the empire were doing the same. Living under colonial yoke for more than half a century could not fail to be reflected on the culture of Muslims and to disfigure their Muslim world outlook.
Mainly two ideological models of the state construction dominated in the Caucasus those days.
We should give Muslims their due, since despite the abundance of ethnic groups of languages the mountain peoples of the Caucasus found it necessary to live in one state. The Mountain elite headed by Tapa Chermoyev, who had intimate contacts with Russian aristocracy before the revolution, suggested establishing of Mountain Republic. Hob-nobbing in the saloons of Saint-Petersburg this homebred Caucasian intelligentsia could not but pick up "advanced ideas" of the time. And surely their status obliged them to try to apply their liberal European illusion to the Caucasian reality. Even the flag was copied from the American one; it was similarly star striped.
As far as it is recalled, they recalled the flag with veneration at the meetings of CMPC (the Confederation of the Mountain Peoples of the Caucasus). Still seems strange that a sizable part of the mountaineers was charmed by this Jahilijjah nonsense, after all the old, who remembered imam Shamil and took part in Gazavat, were still alive those days.
The second ideology which was habitual and understandable for the mountaineers was Islamic ideology and striving for establishing Shariah state in the Caucasus. This attempt was a success to some extent. Emirate, which was headed by Uzun-khadji Saltinsky, was proclaimed.
The Emirate came apart; there were certain reasons for this. We will not dwell on them. We will just note that some tarikat movements, which had an army consisting of many thousands (up to 16) of murids under arms, preferred supporting the Soviet power to supporting the Shariah one of Uzun-khadji. We can not judge them. They go their way and we go our. The main thing we would like to point out is that two incompatible world outlook (ideological) positions crossed in an attempt to build an independent state.
The same two conflicting notions of the state have been present in our experience since the beginning of the 90th. But they managed to mix in our heads to such extent that Chechens reasoned within approximately the same clue and did not notice the contradiction. Moreover, the main common aim - throwing down the colonial yoke - united everyone.
Since the end of the 80th Islamic Jama'at existed in Chechnya. From the very beginning it was organized as a part of the common union of Muslims in the Northern Caucasus, which belonged in its turn to a larger union on the level of the former Soviet Union.
The democratic, national liberation ideology was not enclosed within the level of the Chechen ethnos. The creation of the NCCP (the National Congress of the Chechen People) and the steps it took were vivid example for other Caucasian peoples. And the next step was the creation of the CMPC mentioned above. The representatives of the movement adopted the experience of the Baltic nations, established relations with other regions of the former USSR.
The representatives of these two different ideological movements showed mutual patience and understanding to each other though. It can be said that there were more clashes within each movement than against each other. This situation was caused by several reasons; first of all by the fact that Chechen democrats of that time did not deny the construction of the Shariah state to be the main aim for Muslims, moreover they reckoned that they go towards this aim more consistently and correctly. And it is necessary to pay them their due, because they had the rights to consider themselves to be more politically correct. Since there was a visual and obvious result of the activity - pro-Moscow puppet regime was thrown down, general elections were organized, and Chechen national power was established. This was a great achievement of the national liberation movement.
5. Either ... Or
The representatives of Jama'at took active part in this movement and also interpreted the established form of the power (the Chechen Republic) as a necessary stage on the path to Shariah state construction. Some representatives of the Islamic movement still think that Jahilijjah state system can be transformed to the Shariah system at some stage. But all the examples from the world experience mentioned above prove that such a transformation is not possible. At this point the problem is always "either or". Either the system of Allah or the system of taghut.
But those days at the beginning of the 90th there was not much time to think about it. The young Chechen state was threatened by the Russian military incursion. And it was necessary to prepare intensively for repulse the future aggression.
The advantage of Jama'at was the fact that its representatives had no doubts not for one minute that the incursion would take place; while an opinion that the war could be avoided at the right and flexible tack prevailed among other groups. And nevertheless during the course of the war nobody wanted to die for "sovereignty", although they repeated the slogan "Freedom or Death!". If it came to death everybody wanted to die during Gazavat, on the path of Allah. Many people had not even made Muhammadan prayer yet those days though (but they learned to during the war).
At the moment of danger when death was getting visible and real Chechen mentality did not receive any other ideology but the Islamic one. That is why at the heat of the military operations at the meeting in Shalinskaya mosque Jowhar officially proclaimed Shariah. And we should give Chechens their due, because they tried to follow Shariah to the extent of their knowledge and abilities feeling that this was where the salvation and the truth lied.
At first glance this example conflicts with our statement that it is impossible to transform Jahilijjah state into Shariah one. And that the law of "either ... or" is evaded here. But it seems so at the first glance only.
In fact our Jahilijjah state of the "Chechen socialism" collapsed. But not owing to the revolution inside, but as a result of the aggression of the foreign enemy.
We would like to remind you once again that the state is first of all an ideology on the base of which the structure of the power hierarchy and institutions of social regulation in the society are built. Structural units and the institutions of the state are created in order to provide viability of the state under any circumstances; in order to defend it effectively from inner and outer enemies.
All the structures and institutions of the Chechen state collapsed during the very first month of the war. Army, elite regiments, special sub-units collapsed, so did state institutions, Ministry of Internal Affairs, all the officials fled. (By the way only the quantity of the President Representatives abroad did not change either during the first war, or during the second one.)
Everything that was not for the sake of Allah collapsed showing its groundlessness and uselessness. What remained was the idea of Freedom, which didn't conflict with Islam. And at hearts of mere people the idea of the independent state, which as everybody knows did not conflict with Islam as well, didn't shake. And even the assassination of the unbending leader Jowhar Dudayev didn't influence on the determination of the Muslim population of Chechnya to uphold this idea. That is why it was possible to choose a person in any village and to appoint him public officer. And it was possible to establish formally Shariah in the provinces which were under the control of Mujahideen.
Actually, we should note that Jowhar Dudayev knew that the state structures that he built would not withstand a serious test. At one of the numerous meetings that he gathered before the war he stated to the people that it was they (people) who were cannonry, tanks, airplanes that would smash any enemy. And he turned to be right. The people set hopes upon Allah, prayed to Allah, and He, praise Him the Most High, favored us with the victory over the enemy who had cannonry, tanks, airplanes.
6. The way we constructed Ichkeria
After the victory that Allah bestowed upon us we followed all the laws and orders widespread in the world except for the ones of Allah.
We declared democratic election campaign with the right of universal suffrage when a Russian grandma from Groznyy, who had not managed to leave for Russia, and even former servants of the occupants had the same vote as a Mujahid who fought for the freedom of this land with weapon in the arms.
We invited observers from all kafir countries and the OSCE. This meant that we recognized their right to observe and judge these elections. We made them judges. Moreover their mere presence was considered to be a great political success. Although the very leader of the OSCE Guldeman leaving Moscow made a clear and unambiguous statement that he did not recognized the sovereignty of Chechnya. And this was not an opinion of a single person; this was the position of the whole European society.
Those days we wanted to join the system of the new world order. Nine years have passed since that time. Russian kafirs with the support of the European countries and other kafirs have showed so much stupid, severe cruelty that there should not have left any erring among us. But (and this is very strange) our official representatives are still building the policy and arrange their speeches in the way to make the Western society recognize us.
We would like for example to be recognized by Switzerland. And by the way this is the country where 52 % of the population voiced consent to legitimation of the unisexual marriages. Even a person that doesn't know profoundly the Islamic ak'yda should have been disgusted with such countries and such societies not to mention inviting them as observers and judges. But the very European community, which we must despise, ignored us on the contrary. They did not even find it necessary to explain their position of political idiocy when recognizing lawfulness of the Chechen President and legality of his election they did not recognize the legality of the Chechen state.
Our conduct during the war and after it resembles the parable that was cited as an example in Qur'an and which says that during a heavy gale people were throwing their idols into the sea praying only to Allah to save them, and after having been saved and pulled up to the land, they resorted to the idols again.
We were building our state "as is accepted all over the world". This meant that we found it normal to make an exact copy of the Jahilijjah state model, which was based on atheistic (Satanic) ideology. Perhaps if we had drunk vodka with some pork, we would have sinned less. But Allah knows better!
We elected the President, Parliament, formed the Cabinet of Ministers, and appointed the Prosecutor. The elected President (let Allah be gracious to him and to us) announced that the courts would be half Shariah and half mundane. The Parliament legalize all Soviet holidays under different names. The oddest thing was the creation of the so-called Chechen army, which was copied from the Russian one. And even the respect for "specks caps" was cultivated. This meant that they did not copy the army only, but the ideology of the army of the kafirs, which Allah humiliated and punished by our hands, as well. As expected during the very first test at the beginning of the second war all the "caps" fled. And after the first week of the war the whole official army of the CRI could be placed into the Mercedes of the Chechen Minister of Defense.
If during the first war the state as its institutions lasted for about month since the beginning of the military operations, during the second war these institutions collapsed in a week. It is forces of Mujahideen that had no relation to the Chechen army who resisted the pressure of the enemy.
The fact that a state based on the Jahilijjah system would not endure the pressure was vividly seen of the example of Iraq. And this state was the "international entity", and the army was six hundred thousands strong and very well armed, you see. This state and this army collapsed. And today absolutely different people wage the war against the occupants.
These vivid facts should have led us to certain reflection. Maybe the fact that we did not become the "international entity" was a great blessing?! After all if we had been recognized by these fighters for the rights of sexual perverts, it would have been much worse. We would have become stronger in our ignorance on the wrong path. And we would have considered worshipping Allah in the mosque and worshipping "International Law" in everyday life to be normal. Allah, save us from these fatal deceptions!
Allah, praise Him the Most High, warns us in Qur'an:
"Oh, those who believed! Obey Allah, obey the Messenger and those who have influence on you. If you start to squabble about something, then apply to Allah and to the Messenger for this, if you believe in Allah and in the Doomsday. It would be better and more perfect for a purpose (or for the outcome, or for the reward). (sura "an-Nisa", ayah 59).
We believe that our foregoing discourse can not cause fundamental clash of opinions among our brothers. Discussions concerning some tactical questions are possible. And it is normal. But if there is essential disagreement in the appraisal of the listed problems, we know that we must "apply to Allah and the Messenger":
"Don't you know that people who claim to believe in everything God sent to you and before you want to be judged by Tagut? However, they were not ordered to believe in him! But shaitan wants to plunge them into deception". (sura "an-Nisa", ayah 60)
This is a very serious warning for Muslims. We must be afraid of being among those who "want to be judged by Tagut". In order not to be among those who shaitan plunged into deception, we must assess the surrounding us reality from the position of faith and act by order of the faith (faith is action first of all).
The surrounding us reality fives rise to a number of questions.
•- Do such organizations as the UNO, OSCE, EC etc. belong to Taghut?
•- Whether International Law", "human rights", "international sanctions", "International courts" proclaimed by are them the laws of Taghut?
•- Do we have the right to consent to obey these "rights" and accept the decisions of these "courts" even for one moment?
At first glance it seems that these questions are of rhetorical character and any Muslim would unambiguously answer that "Yes, the listed organizations are given rise by Taghut! No, we have no rights to obey their laws!" But the reality turned out to be much more complicated than it seemed.
We thought that in this work we pay to much attention to simple details that are known to all Muslims. But in the course of compiling of the text we assured that these very elementary, principal statements of Islam often drop out of sight.
Recently we have been given a conversation between our two brothers, one of who represents our interests abroad. And he is not just a representative, but a person who has Shariah education. The Shariah educated representative announced that nowadays "International Law" was the worldwide accepted law, and that we (SubhanalLah!) had to follow it in order to carry out real politics. Saying this he added: "Do we want to out-argue the whole world?"
What can be said about other our representatives who have no idea of what «taghut» and "ak'yda" is, and whose cherished dream is to prove to Europeans that "Russians break human rights in Chechnya".
Our representatives abroad are democratically thinking adherents to so-called "real politics".
7. Our Foreign Policy and Diplomacy
Since we touched on this subject, we should sum up our activity in European (Western) direction and the degree of our efforts' efficacy at least in brief.
Europeans adhere to the principles of the "real politics". In real policy such basic notions of human ethics as "truth", "justice", "good", "evil" have subordinate, secondary importance. Real policy is based on materialism, on so-called rational approach to the reality. Kafirs have always adhered to the real policy, and it is not an invention of the newest time.
Considering real policy of European we see that:
•- They are not going to complicate their relations with Russia only because the latter is exterminating Chechens. Because:
Firstly, Russia as the source of energy carriers and the market for European goods is more important for them than the breach of well-known "human rights".
Secondly, there is no sense in annoying and provoking a confrontation with a nuclear state for no special reason once more.
Thirdly, the main reason is that the extermination of Muslims can not be an essential cause and inspire pity in the hearts of kafirs, since it is clearly said about it in Qur'an.
•- Chechens are of certain interest of Europeans.
Firstly, for the sake of political pressure on the leadership of Russia due to playing the so-called "Chechen card".
Secondly, for recruiting influence agents of Chechen representatives in Europe.
Thirdly, in order to have information about the real state of Mujahideen forces and to discover our susceptibilities. For this purpose permanent contact with Chechen representatives abroad is maintained, numerous human rights defenders, representatives of humanitarian missions and journalists are sent to Chechnya.
Fourthly, in order to create such information psychological background in which the fight of Chechen people would seem illegal and illogical and the actions of Chechen leadership motivated by extremist aspirations that led to "humanitarian catastrophe".
We are not against the will of our representatives abroad to set foot on the path of real policy. But in order to do it our representative has to proceed from the following notions.
Firstly, he must always remember that only Allah is the Highest Reality and everything that happens takes place only of His own free will.
Secondly, it is known to us Muslims that we gain the victory in the war against unbelievers not owing to the power of weapon and the number of the troops, but due to the mercy of Allah, Who rewards us for the fact that there are godfearing Muslims among us.
Thirdly, in the same way it is owing to our godfearing and not to our quick wits (which are not an obstacle though) that politically overreach the unbelievers becomes possible. In the first place we should set hopes upon Allah and follow Islamic ak'yda.
Fourthly, we should not simply set hopes upon Allah, but must know our religion. Reliable data on the character of unbelievers and hypocrites, their aspirations, their tactics, on the things they hide in their hearts and the things they show, the matters they are united and disconnected in we draw from Qur'an and Sunna.
It is only in this way that we can build our real policy in interrelation with unbelievers.
What we have in reality
Firstly, understanding of the fact that our government abroad must be a correctly built mouthpiece (voice) of Chechen Jihad is lacking.
That is why our representatives abroad are not guided by Islamic ideology choosing political priorities. The speeches are based on the traditions of the priority of "democratic values" and are directed towards benevolence of a Western average man. Our official appearances and statements can only cause perplexity in Islamic world, where the Jihad of Chechen Mujahideen is an example and a symbol of firmness.
Secondly, we do not have our own well-defined plan and program in European political field. Consequently our activity will be influenced and possibly regulated by the part of the political centers that have their own plans. (And our enemies do have plans!). That is why we are often involved into somebody else's games, waste time and energy on unproductive political actions, which are imposed as "legitimate forms of the protest".
We take a declaration of kafirs as a real intention, and every time we are deceived in our expectations we stay perplexed
Thirdly, we not only fail to use the much exceeding moral advantage obtained by the efforts and blood of Mujahideen and self-sacrifice of Shahids, but due to our deeds and statements we decrease the worthiness of the moral victory over the enemy following the assessments of the enemy, submitting to propagandistic blackmail of kafirs. (Nord-Ost, Beslan).
8. The Names of Notions Reflect the Ideology
Now we have directly approached the problem of how lawfully the building of Shariah state is as long as we keep and depend on the system of Jahilijjah state institutions?
Let us begin with such a well-know notion as "President". The translation from Latin is "the one who sits in front, at the head". President is the head of a state elected for a certain period of time according to the so-called law of "universal suffrage" in a country with so-called Republican system.
It goes without saying that no one of the theses of the presidency institution can be applied to Shariah. At this point everything conflicts with Islamic world outlook: the law of "universal suffrage", the election campaign when a candidate praises himself and abuses the opponent, all vulgar performances played to please the people, the limited nature of the term of office, the oath given by the President but not to him.
The only fact that the Parliament is defined as "legislative body" shows that the given institution is based on the atheistic ideology.
Copying state institutions of unbelievers we do not think that the structure and from of these institutions are meant to support their religion, their laws; to support the laws of Taghut.
Till recently celebrating of the New Year' Day and decorating the tree has been absolutely natural in Chechen families. No one thought that we had been celebrating Christian holiday of "Christmas". As for the decorated New Year's tree, it is condemned even by Orthodox priests, since it is a pre-Christian pagan rite.
Speaking of the laws and rules unacceptable for Muslims we do perfectly understand what is meant. The matter doesn't concern the rules of the road, preventive fire-fighting regulations, or safety measures at factory. All these things have no relation to ideology. These rules can be adopted. But a bottomless abyss between a Muslim and a kafir will be revealed even at this point. A Muslim taking up to something will begin with "Bismillah", will set hopes upon Allah and then follow the rules. A kafir will rely on his experience and the knowledge of rules only.
There are notions and names that were understandable to us even during the times of colonial ignorance. (Because they were still explained by our alims). A thought of giving to one's son a name "Fir'uin" or "Haman" would have never come into anybody's mind; since they belonged to those who were damned in Qur'an. But such names as "Mercury", "Dionis", "Jupiter", "Mars" and many others are being given to shops, firms, business-centers. These names are spread all over Northern Caucasus. And it is strange that even being aware of the fact that these are the names of pagan gods of Ancient Greece and Rome, Muslims do not put themselves on their guard and treat this matter rather lightly and placidly.
The names we give to notions should have become a separate issue. In the meantime we will note only one thing. In our opinion manes that we give to notions bear the stamp of the world outlook (ideology) that we adhere to. And present reality reflects the very "garbage" which has been imposed on Muslims' minds.
For instance, let us take such name as "Islamic Republic of Iran". Republic (lat. Respublica, where res - action and public - social, national) is a form of government that is based on the theses of Roman law, which acquired such name due to being developed in pagan Rome more that two thousand years ago. The notion of "republic" was revived in Europe during the so-called French revolution at the end of the 18th century. The ideological basis of this revolution was materialism and atheism. The legal system of pagan Rome was taken as basis for the construction of the state. Since that time this state form has been imposed on the world as the only progressive and legitimate one.
If Allah, praise Him the Most High, warns us not to give Him our pals in almost every line of Qur'an, a question arises -Does the state structure based on Roman law belong to shyrk?
9. What does CRI stand for?
We named our state CRI (Chechen Republic of Ichkeria). This name reveals that building of our state we adhere to a strictly defined ideological line. This name signifies that firstly, our state is national (Chechen), secondly, we chose such model of state construction, which was inherited from Ancient Romans and revived by Jacobeans (French Bolsheviks of the 18th century). Thirdly, points out the geographical location (Ichkeria). But there is no allusion to the state having any relation to Islam. If somebody mentions sultanate Brunei, for instance, one can guess that it is Muslims who live there, even being ignorant of geography.
At this point a principal and important question emerges - why do we long for preservation of the name, form and structural institutions of the state (nominally though) as they are now?
Moreover,
•- State structures of CRI collapsed in the earliest possible period during the incursion of Russian occupants twice.
•- World experience shows that no state built on the principle "as is accepted in the whole world" can defend itself from military, economic, political blackmail from the part of the world political mafia (the "Group of Eight").
•- Besides, so called "International Law" and "Democratic values" in the construction of a state are imposed on the world for the global military-political control, and first of all for division of the Muslim countries and control over them. That was why our sovereignty was not recognized by either any country of the so-called international entity, or by any International (including remedial) organization, notwithstanding the fact that from the very beginning we religiously and consistently followed all the points of the notorious "International law".
•- We saw that the UNO membership could not guarantee that a Muslim country would be protected from military aggression from the part of the world political mafia. Nevertheless we continue striving for this false aim.
•- And the most important thesis that makes all the arguments mentioned above unnecessary is that Muslims have no right to build their state relying on the laws of Taghut.
All these ideas, somehow or other, came to our minds.
10. "Red flags" for Muslims
But why ever have not we taken real steps to improve the situation so far? What prevents us from doing it?
Firstly, we are lack of time (or we believe we are) to think over these problems in detail.
Secondly, we are afraid of the idea that having refused the habitual political stereotypes and "generally accepted" forms and wordings we will break the succession in the fight for the sovereignty, do harm to the cause of independence and bring to naught the agreements earlier achieved.
Thirdly, we beware of it being helpful to Russian leadership to introduce national puppets as legitimate power in the opinion of the rest of the world. (i.e. we will become "illegitimate").
Fifthly, we beware of it being the cause for strengthening of International isolation and military pressure on us.
Figuratively speaking we are just like wolves that were surrounded on all sides and that do not dare to jump over the red flags.
The system of "red flags" imposed on us by kafirs has penetrated deep into our consciousness. But indeed none of the fears that we feel has a real logical ground.
We must not build our policy depending on illusions. None official International bureau will recognize us and our right to freedom till we completely refuse Islam world outlook.
In Qur'an the Most High Creator clearly warns us that "...They will not stop fighting against you till they deter you from your religion, if they only can. And if anybody of you deter from his religion and die as unbeliever, unavailing are the deeds of such people in this life and in the future one. They are the inhabitants of the Hell and are staying there for eternity." (Sura Baccarat, ayah 217).
It is a warning and a guide to action for everyone who believe in Allah and in the Doomsday.
Starting from this warning we can not loose the "support of the World community" for a simple reason that such support doesn't exist! Kafirs do not follow any agreement we sign, and are not going to. It is noted in Qur'an that kafirs are not afraid of Allah (if they were, they would adopt Islam), they are afraid of Muslims though. That is why calling upon kafirs to be decent and to follow the agreement is useless. The only efficient tactics is to accustom kafirs to the idea that the punishment will inevitably go after each their meanness.
"War is ruse" - said the Prophet, alayhi-solyati wassalam. Ruse concerns the tactics of waging the war. But there can not be any ruse in religion, world outlook, and belief in faith. The religious position must be open and clear. And no compromise is provided at this point.
Our religion being the religion of the Monotheism, the religion of truth is our irrefutable advantage. The religion of our enemies is being wrecked before our eyes. The leaders of kafirs have lied off in the face of their peoples. Every time they invent new lie in order to keep their power and their system. Their religion, their so-called "values" are their most vulnerable and weak spots. In spite of this they keep referring to psychological pressure, imposing on us their "values", and we instead of being men of principal concerning the questions of ak'yda start to use cunning and compromise. Thus we deter from the religion of Monotheism, which is our only support and the source of power, without being aware of that.
It is Islamic position that should appear in all official statements and announcements of our leadership first of all. We can not present our condolences in connection with the death of the pontiff, who proclaimed him to be the deputy of God on earth (SubhanAllah!). We do not have to condole with kafirs on the occasion of these or those events, at least by the reason that none of them has not even once condoled with Chechen people. We should not censure the actions of Mujahideen who gave their lives at Nord-Odt and in Beslan. Certainly we can not pass over the events significant for the world in silence, but our statements must be very well-grounded.
For instance, all Muslims liked the statement of Taliban concerning the death of the pontiff which began with the words: "We do not condole and we do not rejoice..." This was a worthy and sincere statement.
Regarding Beslan and similar actions there should be a unite position based on the idea that nobody can forbid Mujahideen to do the things which Allah allowed. Allah allows treating kafirs the way they treat us. We should not allow any disagreement in this question. And if there is a real objection concerning the actions of Mujahideen, then public judgement based on the law of Shariah (either condemning, or permitting) should be pronounced, but even the official of the highest rank should not be engaged in announcing their conclusion for the sake of political situation or their ideas of them.
We do not have to follow the "path of Jowhar", the "path of Zelimkhan", the "path of Aslan" despite our great respect for them, let Allah accept their Gazavat. There are no such paths in Islam. We should declare and follow the only path - the path of the Prophet. And every time and everywhere declare and stress it.
11. Can a dance club be gradually transformed into a chapel?
The principles of state building are one of the main problems of ak'yda.
Let us get back to the history of the struggle of Muslim peoples for their freedom once again.
We can not say what nature the interrelations between Tapa Chermoyev and Uzun-khaji Saltinsky had. And did any relations between them exist at all, did their ways cross? After all, it is not so important. We can say with confidence that regarding their world outlook and beliefs they were two absolutely different personalities. The only matter that might unite them was the fact that the ancestors of Chermoyev were also Muslims.
But these two people were the representatives of two different ideologies. One of them tried to establish the Mountain Republic with star-striped flag; the other was at the cradle of Islamic Emirate and raised the flag willed by the Prophet, alayhi-solyati wassalam.
We have already noted that during the Chechen revolution these two ideological lines were mixing in the minds of our brothers-in-arms, especially during the period of the military rage. But still they could not have got mixed up, just like kerosene and water. Once they had settled, the division appeared.
Since the beginning of 1997 from the very first days of the so-called peaceful period an obvious antagonism between the participants of the resistance, which was actively roused by Lubyanka, started to smoulder. The President adhered to the tack that proclaimed "half democracy and half Shariah" in order to satisfy both the world community and Mujahideen at one time. Subhanullah! But it was the very "democratic elections" that divided Mujahideen.
In itself the state based on such ideological cocktail could not normally function.
Moreover, the situation was aggravating by the fact that the entire secret-service network penetrated into the power. It suggested to the President the tactics of the inner enemy search. The lack of political experience affected new leadership at this point. At all times in was perfectly known that the inner enemy search weakened a state, and the outward enemy search united the society. At long last it all ended up with the notorious Gudermes events.
But the enemies did not create this provocation for good reason. The representatives of two ideologies clashed in independent Chechnya. Ones demanded immediate change to Shariah. Others did not object to the Shariah rule, but advanced an idea of "gradual Shariah reforms", "Shariah under President" etc. such representatives, who supported Shariah orally, practiced and were adherents of "Chechen socialism". In order to confuse people and set them against Shariah the dirtiest hypocrites frightened people with coming into power of "wahhabits".
In this political discussion nobody was deluded by such arguments and propositions as "Shariah under President". Everybody understood that this was a kind of show. However, many people were prepossessed with the idea of "gradual Shariah reforms".
Under superficial examination (and the major part of people do perceive in this way) this idea seemed rational and purposeful. But on closer examination we come to a strictly defined solution. There was no example of gradual introducing of Shariah either in the practice of the Prophet, alayhi-solyati wassalam, or in the later times, or in the newest history. There have been such attempts though.
A dance club can not be gradually transformed into a chapel. Only one thing must be chosen - either dances or prayers.
Only providing that the Jahilijjah system is completely broken, Shariat state can be built. Taking something from Allah and something from Taghut we will build something..., but it will not be Shariah.
12. A state in the state
The conflicts that shocked Ichkeria had several reasons and motivations. But the main conflicts in the Chechen state were caused by inconsistence of two world outlooks, two ideological lines.
Those days both parts were talking a lot about unity, tried as hard as they could to preserve al least the appearance of unity. But this was only the appearance. Everyone felt that the unity was not possible. And this was a correct feeling.
The unity of different people can be supported only by mutual concessions. And people should make concessions to each other, be patient to weaknesses and shortcomings of each other. There are many situations where making concessions is preferable. But concessions are absolutely inadmissible concerning the religion of Allah! Concerning Islamic ak'yda!
One more state existed within the Chechen state. A state in the state. In was much less in dimension than Karamakhi. And nobody, either those around it, or the inhabitants of this state gave it the status of a state. Nevertheless it was this small territory in the gorge Serzhen'-yurta that caused the greatest anxiety in all powerful states of the world. This was the camp of Khattab.
People came here and left. Having once arrived and felt the atmosphere of this camp, it was impossible not to come here again. Something invisible forced to come here. There always were several hundreds of people here. Here entire atmosphere was saturated with the spirit of Qur'an, the spirit of Jihad. Here one did not even dream about any other laws, but for the laws of Shariah. Mujahideen from all over Caucasus and Muslims from other countries longing for taking the path of Allah gathered here. They came here in order to take part in Shura of alima from Dagestan and Chechnya, the miserable and the persecuted came here in order to find shelter, they applied to this place for protection and justice. They came here to be taught. Here Muslims were charmed by hutbas held every Friday. Here ordinary azan was taken as the call for Jihad! It was from this place that the campaigns against Russian army in Dagestan were waged. It is from this place. Having surpassed the enemy that was ready for the incursion, it was for the first time since more than 200 years that Islamic army attacked the kafirs being the first. (Kafirs used to have "permission" to attacking first.)
Amir was elected in this state, Shura was chosen. It was the army of Mujahideen formed and trained by this state that became the backbone which united the forces of the Chechen resistance, which stood the pressure of the Russian army and has still been waging successful war against kafirs. The alumnus of this state raised the banner of Jihad all over the Caucasus. What reason does one need any more to make sure that this was a state, a real Islamic state, a state that we Muslims should preserve and make stronger nowadays.
We know from life and practice of the Prophet, alaihi-solyati wassalam, that in order to establish the Islamic state two conditions should meet - the presence of the group of mu'mins, who would be ready to die on the path of Allah, and the territory on which they would be able to live according to the laws of Allah. And these necessary conditions were present in the camp Serzhen'-yurta!
One fine day before the second war four hundred of Mujahideen leaded by Shamil and Khottab being thoroughly armed made a famous training march rush from Surzhen'-yurta to Elistanzhy. This was a very important moment! This training rush spiked fear into the hearts of munafikun and kafirs. The enemies understood that the Islamic state was not joking, knew about their plans and was preparing for the war against them.
The major part of them became Shahids, but we can see that a new generation of Mujahideen is coming to take their place. In this way the greatest mercy of Allah to the Islamic state is being revealed.
13. And once again they united Shariah and Jahilijjah features
Was it possible to extend the experience of this real Islamic state to entire Ichkeria with the help of peaceful appeals and admonitions? No! And everyone made sure that it was impossible to do peacefully. Everyone understood it perfectly well. The state in which "Shariat was under the President" would not have agreed to abolish itself.
But this state of Chechen socialism with Shariah bias was abolished by the incursion of the Russian army! After a year of war the entire Chechen state was represented by a figure of the President (the commander-in-chief according to the Constitution) and army consisting of his personal security (not taking into account a huge army of the representatives of the President abroad).
At the same time the state that was established on a piece of land between the villages Avtury and Serzhen'-yurta had in its disposal 72 groups of Mujahideen (consisting of 15 to 30 people each) allocated within sectors over the territory of the republic; well-organized efficient headquarters, well arranged typ service under the conditions of partisan warfare and as well arranged informational service. It was disregarding diversionary groups that were sent to the neighboring republics and far inland of Russia.
Even these figures show at whom the burden of the war was laying. By the end of the third year of the war the representatives of "two states" had decided to become reconciled with each other one more time. We should remember that none representative of "Serzhen'-yurta state" (let us conventionally call it in this way) didn't consider himself to be a representative of the separate state, but related himself to Ichkeria, and those who were far away simply related themselves to the brotherhood of Mujahideen.
Thus, by the end of the third year of the war a meeting of the participants of Jihad took place, and if the sense of the existent is stated more precisely, the meeting of representatives of two "allied states" - Ichkeria and "Serzhen'-yurt state" - took place. Two states decided to cooperate. Each one did its share in the anew organized unity. Ichkeria put two names into the common capital: "CRI" and "President". Speaking modern language it put in so-called "brand". The rest, which detonated, attacked, took prisoners, instilled horror into Russian kafirs, was put in by the part of "Serzhen'-yurt state".
When this meeting, in which, unfortunately, everyone could not be present, took place, a letter was directed to the address of Amir Shamil Abu-Idris. In this letter a request not to try to revive the thing that was lacking vitality by its nature was made. The matter that had twice proved its groundlessness was Jahilijjah state based on the pagan ideology including its names and structures.
It was proposed to abolish the names of Jahilijjah system, i.e. "president", "republic" etc.; and to reserve the leadership to the same president, but this time under the Islamic name "Amir". But no, we decided to bring back to life the dead body of the pagan state instead of burying it.
It was impossible to revive the dead body, but it was possible to poison Jihad with it. the principal of "half Shariah, half democracy" was promoted even in the forest. Once again we decided to unite Shariah and Jahilijjah features, unite matters which could not be united by their nature. Abnormal combination of ideologies gave rise to abnormal terminology, i.e. "SCD-Majlisul Shura", "Amir SCD-Majlisul Shura and President of CRI".
Many Muslims do not understand the incompatibility of these names. But they do not want to criticize us in order not to make kafirs gloat over our misfortunes. Only one matter must be chosen... Either "SCD" and "president" or "Majlisul Shura and Amir". Either or. It is not possible to be an art director of a dance club and a preacher in a mosque at the same time.
It is clear that during the discussion commonly accepted error won. They were saying that "we need our own State system, Russians do not want us to have an independent republic, we will prove that they are wrong etc."
A thought why did we need to follow the system, rules and names that kafir world community imposed on us, if this very community despite our compliance was not going to recognize us occurred to nobody. This is from the position of simple common logics.
And it is absolutely unconceivable from the position of Islam. How was it possible to follow the system and rules that Allah does not admit?
Has not the time come to appoint Dokka Umarov the First Naib of Amir Majisul-Shura instead of Vice-President?
We assure our brothers that this mere fact would have plunged kafirs into confusion and dismay. Kafirs would have understood that we did not play their games any more. Mujahideen from all over the Caucasus would have understood us and given us their support; all Muslims would have understood us. And great baracat would have followed this Muslim title!
Moreover, life itself insistently dictates us the necessity of creation such state system, which will deprive kafirs of the ability to manipulate our leaders (will make such manipulation senseless). The preservation of the present state system means the preservation of the instruments of our enemies' influence on us. The change of this system (rather its destruction and substitution by Islamic one) will deprive our enemies of the ability (or at least will make it much harder) to establish inside us influential institutions and to introduce (recruit) agents of influence.
SHORT CONCLUSIONS
- In Qur'an Allah, praise Him the Most High, warns us:
"Don't you know that people who claim to believe in everything God sent to you and before you want to be judged by Tagut? However, they were not ordered to believe in him! But shaitan wants to plunge them into deception". (sura "an-Nisa", ayah 60)
In connection with this warning not to follow the path of ignorance and hypocrisy when the truth of Islam has already come, Muslims should correct their notions.
Such organizations as the UNO, OSCE, EC etc. and "International law", "human rights", sanctions and courts proclaimed by them are built according to the laws of Taghut; consequently Muslims are forbidden to agree to observe there "rights" and accept the decisions of these courts.
- The state is first of all an ideological construction and the fundamental basis of any state is religion.
There is no multitude of religions in the world. There exist just a religion of the Monotheism and paganism. In the same way there is no multitude of the types of the state, there exist only two types - the state that is built on the power of God and the state that is held up by the power of Taghutà. The rest of the names imposed on us by kafirs are called upon to conceal this simple truth and to mislead us.
- Ideology and world outlook position of the given society is reflected in the names of the form and structural organization of a state
- We were building our state "as was accepted all over the world". This meant that we were making an exact copy of the Jahilijjah state model, which was based on materialistic (atheistic) ideology. We do not think that the structure and the form of such state were meant to support their religion, their laws; to support the laws of Taghut.
It is impossible to combine Shariah with institutions of the Roman law. It is impossible to observe both the orders of Allah and "International law" at one time.
The idea that Jahilijjah state system can be transformed into Shariah system at some point is mistake. There was no example of gradual introducing of Shariah either in the practice of the Prophet, alayhi-solyati wassalam, or in the later times, or in the newest history. Although in the XX century there were a great number of such attempts and they proved that such transformation was not possible.
At this point the problem is always "either or". Either the system of Allah or the system of taghut. Only having completely broken (abolished) the Jahilijjah system in would be possible to build Shariah state.
- In order that Shariah state never come about it is enough to introduce Jahilijjah principles and institutions in it. Even if we have the most God-fearing and smart leader, but he is "the President of the republic", then the state will never become Islamic, unless it is built in the course of the Prophet's, alaihi-solyati wassalam, will. That is why the world kufr under the threat of using power imposes "democratic values and rules" on Muslims.
- In our striving for building an independent Shariah state we made the same mistakes as many other Muslim countries. Two incompatible world outlook (ideological) positions crossed during the construction of our state. Abnormal combination of ideologies gave rise to abnormal terminology, i.e. "SCD-Majlisul Shura", "Amir SCD-Majlisul Shura and President of CRI".
- We know from life and practice of the Prophet, alaihi-solyati wassalam, that in order to establish the Islamic state two conditions should meet - the presence of the group of mu'mins, who would know their religion and be ready to die on the path of Allah, and the territory on which they would be able to live according to the laws of Allah.

- Any modern state is a part of the global political system. The pyramid of the "world order" is built in such a way that any state, especially a Muslim one, becomes an object of military-political, economic blackmail from the part of the world political mafia, in case the laws ordered by it are not observed.
- Ruse concerns the tactics of waging the war. But there can not be any ruse in religion and belief in faith. At this point the position must be open and clear. And neither compromise, nor concessions are provided at this point. Our Islamic religion being the religion of the Monotheism, the religion of truth is our irrefutable advantage

- Kafirs do not only exchange experience with one another, coordinate their actions against Muslims, but slyly and methodically impose on Muslims their ideological guiding lines and false notion of political reality in the modern world
- Our representatives abroad are not guided by Islamic ideology choosing political priorities. The speeches are based on the traditions of the priority of "democratic values" and are directed towards benevolence of a Western average man. Our official appearances and statements can only cause perplexity in Islamic world, where the Jihad of Chechen Mujahideen is an example and a symbol of firmness.
- Muslims religiously observe the system of "red flags" imposed on us by world kufr. "It is forbidden to transgress the bounds of the given state" (?) "It is forbidden to interfere in the affairs of contiguous Muslim region" (?). If Muslims of one state are being extirpated, other Muslims can not render assistance, because they will be declared "international terrorists". And all our actions in this direction are declared illegal. We try not to break "international law". At the same time America and its satellites have assumed the right to interfere with affairs of any region of the world not bothering about justification. The excuse of certain Muslims is modest means of the equipment, aircraft-carriers, and missiles. The reason for this is that various advisers, agents, diplomatists, journalists, law defenders, businessmen, who really risk their lives, come forward on the leading edge.
We Muslims are between two fears. There is a fear of Allah on the one hand; on the other hand there is a fear which unbelievers are trying to arouse in us.
In our informational warfare it is prohibited to resort to the terminology and moral examples of kafirs without hesitation. In most cases they are invented in order to support their mythical system.
Muslims should clearly understand that the "new world order" is the ideology of triumphant Satanism. Consequently this order is illegal. Only the Word of God can be the law.
We pray to the Most High Allah to forgive us our mistakes, either voluntary or involuntary. We ask our brother to study this article carefully. We ask you to expand, correct and deny the statements that do not correspond with Qur'an and Sunna. If our alarm and doubts about the correctness of our deeds are well-grounded, we ask you, dear friends, to make your suggestions and pieces of practical advice.
We will not state our practical recommendations, unless mutual understanding concerning the mentioned problems is achieved.
Wa akhiru da'awana, an'al HamduliLlahi-Rabbi al-‘alyamin. Wassalamu alaykum, wa Rahmatullahi, wa Barakyatuhu.
