Georgia President Mikheil Saakashvili said the report was unpleasant to watch and should have carried a banner saying it was a hoax.
However, he pointed out that the threat described in the scenario was realistic.
He condemned the report and said it was insulting for people and national army.
Mr Saakashvili said: "My grandmother, though she had seen me shortly before the report, got worried and nervous and of course a lot of people got nervous.
"That is why I sent my spokeswoman to the TV station during the programme and I expressed my stand on the issue and the way it should have been presented. I talked about it with others as well.
"But the most unpleasant thing in the report was that is was very close to the real situation, close to what can really happen, or to what our enemies have in their minds and heads."
