M. Udugov: ''Current generation signed Treaty with One who never lie ...''

On May 12, 1997 in Moscow was signed a "Treaty on Peace and Principles of Relations" between the Chechen Republic of Ichkeria and the Russian Federation.

 

The signing ceremony was held in the Kremlin. The President of CRI Aslan Maskhadov and President of RF Boris Yeltsin were put their signatures under the document.

 

Kavkaz Center addressed to the Director of Analysis and Information Service of the Caucasus Emirate, Movladi Udugov, to comment on the events of 13-year-old prescription.

 

It is to be reminded that a peace treaty with Russia was prepared under the leadership of then First Deputy Prime Minister of the Government of CRI, Movladi Udugov, who headed the State Commission of CRI on negotiations with the Russian Federation.

 

M. Udugov briefly said -

 

"Unfortunately, people tend to learn from their mistakes, and not from others. Our political romanticism allowed the enemy to prepare for a new war, while, as we engaged in peace building.

 

Our desperate desire for peace with the monster, whose sting is not pulled out, cost us 255,000 casualties.

 

Today we are different. Of course, we are not insured from new mistakes, but those that we made 13 years ago, would not be again, Insha'Allah. The snake will not bite Muslim from one hole twice.

 

We received a very bitter and painful lesson. But it is this lesson led us to realize ourselves, dropped the veil from our eyes, freed the mind from illusion and brought us back to the bosom of our religion.

 

Today we know on whose actually help and encouragement we need to count, and whose hostility and condemnation must avoide.

 

Over the years we have a generation of men grown who concluded a Treaty with One who never lie and always keeps its promises. And this is the best Treaty".

The text of Peace Treaty

 

Peace Treaty and Principles of Interrelation between Russian Federation and Chechen Republic of Ichkeria

 

The esteemed parties to the agreement, desiring to end their centuries-long antagonism and striving to establish firm, equal and mutually beneficial relations,

 

Hereby agree:

 

To reject forever the use of force or threat of force in resolving all matters of dispute. To develop their relations on generally recognized principles and norms of international law. In doing so, the sides shall interact on the basis of specific concrete agreements. This treaty shall serve as the basis for concluding further agreements and accords on the full range of relations. This treaty is written on two copies and both have equal legal power. This treaty is active from the day of signing.
