In the name of Allah, Most Gracious, Most Merciful!
Praise be to Allah, the Lord of the Worlds, Who created us Muslims and favored us with Jihad on His path. We worship Him and we ask Him for forgiveness.
Peace and Blessings be upon our beloved Prophet Muhammad, his family, his companions and all those who followed him on the straight path until the Day of Judgment.
And then:
On the 18th of Rajab 1433 (June 8, 2012) in the town of Malgobek, Province of Ghalghaycho, or Ingushetia, an operational group of Mujahideen opened fire on the house belonging to one of the enemies of Allah, the Secretary of the so-called "Security Council", Akhmed Kotiyev.
We, the Mujahideen of Province of Ghalghaycho, declare that it was a retaliatory action for the actions of the apostates and infidels against the peaceful Muslims of the Wilayah, whose houses were attacked by the infidels with small weapons and grenades a few weeks earlier.
"Fight in the way of Allah those who fight you but do not transgress. Indeed. Allah does not like transgressors".
(The Holy Quran, Surah 2. "The Cow", verse 190)
Once again, we warn that for any attempts either to intimidate the Muslims of our Wilayah, or on their lives, property and honor, we will take the appropriate actions. You will not feel safe, be it in your homes or in the places where you accomplish your dog work, whatever it is. Allah's punishment, through our hands, will reach you Insha'Allah.
